Abstract
The research aims direct attention of departments responsible for tourism sector to adopt research dimensions (e-g /(KEC), make them more appropriate to the current reality of tourism organizations and institutions in order to achieve desired position in light turbulent Iraqi environment. research problem is embodied in urgent need for departments operating in this sector, at all levels, affiliations (private or public), pay attention [fields of (KEC) as an essential part in preparing leaders, as they are essence of tourism work, especially since these organizations], field generally constitute one of most important, largest fields that can be invested in era of (KEC). research sample consisted of (123) observations from departments operating in Ministry of Culture, Tourism, Antiquities, Tourism Authority. Their opinions were surveyed using a questionnaire prepared for this purpose, statistically processed using statistical programs (AMOS / SPSS). One of most prominent conclusions of research is that the departments of the Ministry , Authority possess a set of high behaviors, capabilities, intellectual & cognitive skills among their members, keen employ them in field of Their work and specialization, in a way that enables them accomplish their tasks and job duties in accordance with organizational standards, even if not in concept of (KEC) in systematic form, it can form nucleus of competencies practices in accordance with scientific knowledge economic frameworks, while one of most important recommendations was necessity of adopting a training policy based primarily on technical work in accordance with mechanisms , principles of electronic governance , digital economy in an actual and real manner, not being satisfied with routine training courses It adopted for purposes of promotion and job hierarchy, But rather adopting competent trainers , interactive training programs that contribute providing working cadres with advanced job skills and capabilities.
