Abstract
The article assesses the social potential of the districts of Kashkadarya region using integral indices and cluster analysis. Indicators of economic well-being, social security, and infrastructure provision are normalized through Z-standardization, and territories are grouped using the EM clustering algorithm. The results reveal significant socio-economic disparities among districts, substantiating the need for targeted and differentiated approaches to regional social policy improvement.
