Strategic Foresight and Frugal Innovation as Drivers of Sustainable Trade Development in Samarkand

The paper explores the interconnection of strategic foresight and frugal innovation as complimentary drivers of sustainable trade development in the city of Samarkand. The trade sector can exploit considerable potential growth and is subject to structural restrictions owing to the region's' geographic proximity to major tourism flows and its progressive integration into global transport corridors. It makes the case that due to economic uncertainty, limits on resources, and rapid technological change, reactive development models are no longer enough. What we need instead are foresight-based planning, anticipatory action, low cost high impact innovative solutions long term sustainability.
This paper presents exploratory early-stage research that combines qualitative foresight tools with quantitative analysis, a mixed methods approach. Statistical indicators are complemented with expert interviews, focus groups, SWOT analysis and scenario development on trade performance, the adoption of innovation and sustainable development. Within the framework of the study, three scenarios of the medium-term development of Samarkand’s trade sector are elaborated: inertial, inno optimistic and crisis. This is combined with a specific focus on the identification of frugal innovations available to small and medium enterprises such as digital payment systems, social commerce platforms, collaborative logistics and low cost inventory management tools.
Results show that Samarkand has significant potential for sustainable trade development despite challenges as undercapitalization, low digitalization, and low awareness of strategic planning tools. This helps strategic foresight facilitate institutional coordination and ensure long term resilience while frugal innovations enable enterprises to improve their efficiency and competitiveness by making minimal investment in capital within an ecosystem. The study concludes that the integration of foresight thinking and frugal innovation practices can transform Samarkand’s trade sector into a sustainable, adaptive, and inclusive component of regional economic development.
