Abstract
This study aims to analyze the process of Regional Asset disposal in Regional Work Units (SKPD) as asset users within the Hulu Sungai Utara Regency Government and to identify factors that hinder the optimization of regional asset disposal. The phenomenon studied originates from the persistent delays in disposal and accumulation of unproductive assets, which impact administrative disorderliness and the low quality of regional asset management. This research employs a qualitative approach with a case study design. Data was collected through semi-structured interviews, non-participatory observation, and documentation studies involving asset management officials in SKPDs, regional asset management officials, and other relevant parties selected through purposive and snowball sampling techniques. Data analysis was conducted using Miles, Huberman, and Saldaña's interactive analysis model. The research findings indicate that the disposal of Regional Assets has not been effective due to the limited regulatory understanding of officials, the complexity of bureaucratic procedures, weak supervision and institutional coordination, and low organizational commitment in asset management. These findings reveal that the disposal of Regional Assets is not merely an administrative technical issue but also relates to organizational effectiveness and official behavior in policy implementation. The study concludes that optimizing Regional Asset disposal requires strengthening the capacity of officials, simplifying procedures, and enhancing organizational commitment. The results of this study are expected to contribute to the development of public administration studies and serve as a practical reference for improving regional asset management policies.
