Abstract
This study examines strategies for enhancing socio-economic development through the effective use of the state budget. It highlights the role of fiscal policy in promoting sustainable economic growth, improving social welfare, and ensuring the efficient allocation of public resources. The research focuses on performance-based budgeting, medium-term fiscal planning, and digital public financial management as key instruments for increasing the effectiveness of budget policy. Using systematic and comparative analysis, the study identifies the main factors affecting the efficiency of public expenditure and strategic budget management. The findings demonstrate that strengthening budget planning, improving expenditure efficiency, and implementing performance-oriented management contribute significantly to sustainable socio-economic development. The paper proposes practical recommendations for improving fiscal policy and enhancing the effectiveness of public financial management.
