Abstract
The construction industry plays a significant role in ensuring sustainable economic growth, employment generation, and infrastructure modernization. In Uzbekistan, ongoing economic reforms aimed at strengthening private sector participation have accelerated entrepreneurial activity in the construction sector. This study examines institutional and methodological approaches to enhancing entrepreneurial development in Uzbekistan's construction industry. The research is based on official statistical data from the National Statistics Committee of the Republic of Uzbekistan, reports of international organizations, and sectoral analytical materials. Comparative, dynamic, econometric, and integrated assessment methods were employed to evaluate entrepreneurial development processes. An integrated entrepreneurial development index incorporating economic, investment, innovation, financial, competitiveness, resource efficiency, and social indicators was developed. The findings indicate that entrepreneurial activity in the construction industry has expanded considerably in recent years. However, several constraints, including insufficient digital transformation, limited access to long-term financing, weak innovation capacity, and regional disparities, continue to restrict sustainable development. The study demonstrates that strengthening institutional support mechanisms, promoting cluster-based cooperation, and accelerating digitalization are essential for improving the competitiveness and sustainability of construction enterprises. The proposed methodological framework may serve as an analytical tool for policymakers and business practitioners involved in the modernization of Uzbekistan's construction industry.
