Abstract

The present study examines the methods for assessing the effectiveness of regional tourism development within the context of increasing global competition, sustainability challenges, and the need for evidence-based policy-making. Tourism has become one of the key drivers of regional economic growth, contributing to employment generation, infrastructure development, cultural preservation, and international cooperation. However, the complexity and multidimensional nature of tourism systems require comprehensive and integrated approaches to evaluate their effectiveness beyond traditional economic indicators. This research aims to systematize and analyze modern methodological approaches used in assessing tourism development at the regional level. The study explores both quantitative and qualitative evaluation methods, including statistical analysis, econometric modeling, index-based assessment systems, cost-benefit analysis, and multi-criteria decision-making techniques. Particular attention is given to widely applied indicators such as tourist arrivals, revenue generation, employment rates, investment flows, and infrastructure development, alongside non-economic dimensions like environmental sustainability, socio-cultural impact, and community well-being. The paper highlights the importance of adopting a holistic evaluation framework, integrating economic efficiency with ecological balance and social inclusiveness. In this regard, international practices such as sustainable tourism indicators, destination competitiveness models, and regional development indices are reviewed and adapted to local contexts. The role of digital technologies, big data analytics, and geographic information systems (GIS) in improving the accuracy and timeliness of tourism performance evaluation is also discussed. Furthermore, the research emphasizes the necessity of stakeholder-oriented assessment, considering the perspectives of government institutions, private sector actors, local communities, and tourists themselves. It argues that effective tourism development cannot be measured solely by growth indicators but must reflect long-term resilience, resource efficiency, and cultural integrity.
